Residential Water Conservation Program

The City of Middleton Water Utility is offering rebates of up to $100 for residential customers (includes owners or renters of single-family and duplex homes) who replace old or inefficient toilets with EPA WaterSense-rated High Efficiency Toilet (HET) models. The program is part of the Middleton Sustainable City Plan, which includes a goal to decrease by 10% by 2020 the gallons of groundwater delivered to residential users per capita.

Eligibility

  • Participants in the program must be residential (single-family or duplex) customers of the City of Middleton Water Utility. 
  • This program is limited to one rebate per household per year. 
  • Eligible replacement toilets must be HETs listed on the EPA WaterSense website and must be compliant with the City of Middleton Plumbing Code and the City of Middleton Cross Connection Ordinance.
  • Participants in the program must obtain a plumbing permit (the permitting fees will be waived). 
  • Rebates are for replacement of existing larger-capacity toilets, and are not for new construction. 
  • Rebates are first-come, first-served, until funding is exhausted annually. 

Application

To apply for the rebate, you must submit two items:
  • The original, dated sales receipt for the toilet showing purchase price of the toilet and the manufacturer’s model name and number. Receipts are valid for 60 days after purchase date. (You should keep a photocopy of your receipt). The receipt must be dated on or after January 1, 2016 to qualify for the reimbursement. The receipt will not be returned.

Installation
Owners may install the toilets themselves, or they may hire a plumber or contractor to do the job. Owners are responsible for proper installation and associated costs and will be required to have a City plumbing permit prior to installing the toilet (the permitting fees will be waived). Installation may be subject to verification by City building inspection personnel. Toilets may be purchased at any supplier as long as they are on the WaterSense list of HETs.

Rebates

Rebate checks of up to $100 (not to exceed actual purchase price) will be sent to the customer’s address after the applications are processed. Please allow six to eight weeks. Rebates are not available for the costs of taxes or installation.

Disposal of Old Toilets

Replaced toilets should be disposed of so that they cannot be re-used. This can be done by contacting Pellitteri Waste Systems and scheduling a curbside pick-up of the old toilet. Fees apply.
